alrighty, let me start off by first letting you all know this tutorial is for those of you who know how to use GIMP already. This is the simplest way to create a rain texture in digital images using GIMP and it can be tweaked to be used in hair textures as well! Paint in puddles and plunking drops for an even more realistic approach! More to come later!

Edit: I forgot to mention that this method works with just about any digital painting program that has similar filters ^ ^

I tried this and it looks lovely! However, How does one make bright colors shine through? I used green neon for a graphic i created, but after adding the filter I noticed the green neon looked a little dull.
