Sanctuary: Level 3 WIP

Description

This is the first time I've attempted illustrating some of the structures of the somewhat apocalyptic/dystopian future city named Sanctuary (the last human city on a human colonized planet called Red Moon, Earth is long gone). Sanctuary is surrounded by a dome which is guarded from the outside by fortress-like structures. The city as a whole is enormous and separated by three levels. Levels two and three are built underground, and the first level is above ground. The third level houses Sanctuary's poorest citizens (Level Three Class). Third class citizens are typically machinists, laborers, and ground soldiers. Second class citizens are often clerks, teachers, farmers, and doctors. First class citizens are the ruling class and hold the most power politically. Those citizens are inventors, scientists, high ranking military, and politicians.

Rank Zero citizens are prisoners and these citizens have no rights. Prisoners in Sanctuary are incarcerated indefinitely in the dangerous outer walls of Sanctuary, regardless of the crime. That being said, upper class citizens are rarely charged with crimes, not because they do not commit them, but because they have control of the justice system. Though it is extremely rare, children who are born to rank zero parents are removed immediately and raised by first class families as an act of charity until toddlerhood. It is up to the first classmen if the child remains in their custody, and many of these children are sent to Level Three after the first two years of shelter and rearing is complete.

Third class citizens have few civic rights and are forbidden to travel freely throughout Sanctuary. Passes are required to travel between the sectors of the same level, special permission is required to travel to Level Two, and travel to Level One is almost completely prohibited (unless passage is granted from an official living in Level One). While all citizens of Sanctuary are under rationing of consumable resources, third class citizens have little access to adequate food due to their location. Because this many third class citizens resort to black market trading in order to gain access to better food and fuel resources from the surface. Third classmen are responsible for many aspects of Sanctuary's power plant and military weapons and vehicles. 

Second class citizens have more rights than their third class neighbors, but less political control than first classmen. The second class is fairly large and the majority of Sanctuary's population lives in this level. Travel to level one is restricted to work reasons only but travel to level three is allowed. Second classmen are responsible for food supply and production, so most families at this level live fairly comfortably. Vocations are limited for this class level because of the number of people in the area, so many second classmen devote their lives to an area within food production and distribution. 

First class citizens have the most rights of all Sanctuary's inhabitants. These classmen live very comfortably and have the ability to travel freely throughout the city. Many first classmen are current or former military members who become politicians. First classmen are typically supplied with the best resources and are the only class who has access to natural and artificial sunlight. Those born into this class tend to be very healthy individuals. 

Although classes are highly segregated in Sanctuary, all children attend the same school until adulthood regardless of class rank. This was done as a means to ensure that all of Sanctuary's citizens are educated equally and obedient to the central government. The only way to change one's class is to marry into a higher class, or enter the military. All male citizens are required to serve 2 years in the military, more is voluntary. If one makes it into a career, he or she could feasibly move up by one class rank every 10-15 years. The only way to lose a class rank is to commit a crime. If one is found guilty of a crime, any crime, class status is stripped immediately and the person then belongs to the Rank Zero class. 

Souichiro, one of the characters in the story, is a Class 1 citizen however he is allowed to travel throughout Sanctuary with his best friend Philar who is Class 3 (and whose father is a high ranking military and political officer). Souichiro was born into Class Two, but orphaned as a small child and adopted by a Class Three family. 

Adoption is very common in Sanctuary, especially by First and Third class families. Second class families and individuals rarely adopt as they are already quite populous. Although no official laws exist, large families are not encouraged. A larger household often means less food and resources to share as rationing is not measured by family size.
